Hello,
The c:\Windows\Installer folder contains installation files (in MicroSoft Installer, MSI, format) for software installed on your machine. These files allow you to modify and uninstall your software. When the software is uninstalled, the installation files are supposed to be deleted but sometimes this is not the case. Some software such as PatchCleaner allows you to clean out the Installer folder. Microsoft advises against manipulating this folder, you may no longer be able to uninstall certain software easily.
It is also possible to do this directly via Powershell https://www.altf4-formation.fr/fr/Powershell-Nettoyer-le-dossier-installer-de-Windows
